The long-term objective of this programme is to build Moldovan civil society and strengthen NGOs that are working in the field of environment and sustainable development. Milieukontakt wants to support NGOs and other citizen groups in developing and organising activities promoting self-reliance, and to play an important role in initiating processes of change and new developments in Moldovan society. Milieukontakt promotes democratic decision-making and sustainable cooperation among organisations in Moldova and promotes new partnerships with foreign organisations.

Environmental NGOs are among the most developed NGOs in the country. Still, the level of development is not high. A strong division in society according to lines of politics and ethnicity exists in most fields of the third sector, and a lack of trust among NGOs with different political and ethnic backgrounds is apparent. Many NGOs lack experience in the field of organisation and management and fundraising. Other important problems include a lack of contacts with international networks and a lack of knowledge with regard to environmental legislation and how to involve the public in (local) environmental issues.

On the basis of the most important issues, Milieukontakt identified several themes within its programme. The programme offers a general framework for Moldovan NGOs to participate and to be involved in a series of educational activities, including training sessions, workshops and individual support to organisations. The programme focuses on six themes: organisational capacity building, information management and electronic communication, public participation and environmental legislation, local actions-Green Agenda, development of the concept of volunteering and volunteer management, and international cooperation and networking. The role of Milieukontakt will be to facilitate, to guide processes and to moderate meetings. In addition, Miliekontakt will serve as an intermediary and bring in information and expertise to the needs of the NGOs.

Organisational capacity building
The aim of this part of the project is to help a group of grassroots NGOs to strengthen their organisations. Local trainers will provide training in organisational capacity-building to the NGOs. The NGOs will be trained on such important issues as writing project proposals, financial management, organisational structures of NGOs, team-building and conflict management.
From April to September, three ‘Train-the-Trainers’ sessions were organised to select and train the pool of eight local trainers. Four pairs of two trainers were formed by taking into consideration their levels of experience and regional background. Thus, the trainers can help each other and each trainer can train on the topics they know best. Training sessions for NGOs began in December. The pairs of trainers trained two NGOs at the same time.

Information management and electronic communication
Information and Communication Technology (ICT) improves information flow for environmental NGOs. In Moldova, the use of e-mail and the internet is on the rise, but often is still low outside the capital. On the basis of the results of a survey held in Moldova in July and August 2001, an introductory seminar on ICT was organised in September. The main conclusion of the survey was that there is a lack of technical skills, that only half of the NGOs use the internet and less than 10% have access. During this seminar, there was discussion concerning how ICT can support NGOs in exchanging information and strengthening cooperation in the third sector. As a result of the seminar, a working group on ICT, OrangeNet was formed in November. They decided to focus on issuing an electronic newsletter and developing a website (

Volunteer management
International volunteering can create possibilities to help to solve ecological, social and other problems existing in local communities. Milieukontakt cooperates closely with SCI (Service Civil International). SCI is an international organisation for international volunteering. They organise many short-term volunteer projects (work camps) all over the world. Milieukontakt began by organising a workshop on international volunteering in Chisinau at the end of March 2001. The main aims were to inform Moldovan NGOs about international volunteering and to interest people in applying for membership on a steering group that Milieukontakt and SCI wanted to establish. Six persons were selected to become members of the steering group. The steering group organised an international ecological workcamp in Moldova in Tsaul Park in August. Also, in November Milieukontakt and SCI organised the second workshop on internatinal volunteering to evaluate developments of the past year. After the workshop new members joined the steering group, AVI-Moldova (Asociatia de Voluntariat International-Moldova).
