Aim
Aim of the project is the existence of a system of Structural Environmental Planning in at least five Russian regions with the participation of both local and regional authorities and NGOs. This will be achieved through:
• involvement of local and regional environmental organisations in strategic action planning through elaboration of Local Agenda 21 for municipalities;
• development of cooperation between local authorities and environmental NGOs in de development and implementation of programmes;
• involvement of local residents in the process of Local Agenda 21 and mobilisation of their potential for self-organisations;
• increase the capacity of both NGOs and authorities in order to develop environmental friendly development plans.

Background
A Local Agenda 21 (LA21) concentrates on sustainable development at the lowest level, the municipality level. In many municipalities around the world citizen groups and local authorities prepare together concepts for environmental friendly development programmes in which items as safety, health, social conditions and environmental friendly living conditions are integrated. In all projects on LA21 the process is almost as important as the result. Bringing NGOs, citizens and local authorities together to obtain and implement a LA21 needs good process management.

Environmental friendly development planning on the local level is almost non-existent in Russia. This is due partly to the lack of cooperation between environmental NGOs and municipalities. In Russia LA21 could be a very efficient and effective tool to stimulate cooperation between local partners and to tackle simultaneously the severe environmental problems. The scale of Russia is too big to expect a lot of direct results on national scale from NGO activities. However on regional or local scale a lot can be reached.

The target group of the project are local authorities, civil servants, local NGOs and relevant stakeholders. Milieukontakt Oost-Europa and Ecosociology will play a substantial role in supporting the processes in the five municipalities.

Activities
1. Capacity building / institutional development
– trainings to enhance skills and knowledge on environmental management, public participation and LA21
– study visit to the Netherlands (LA 21 study visit report in Russian can be found here (Word file, 140kB).
– financial support for the local participating NGOs

2. Local Agenda 21 development
– five platforms are set up to develop LA21 programmes- five working groups are formed
– general project meeting in which all the draft programmes are presented

– execution of pilot projects
– a final meeting to evaluate and summarize results and present future programmes

3. Training and development of information materials
– training materials on LA21, project management and strategic planning
– a website with project information and education materials
– project newsletter with information on the project
