Green Agenda in Moldova

Aim: The project aims at setting up Green Agenda’s in different communities of Moldova. Green Agenda is a process to develop local sustainable development strategies on environmental issues.

Background
Many local NGOs lack experience and knowledge to deal with local environmental problems. Local plans on these issues hardly exist. Local authorities are sometimes reluctant to deal with such issues, or they lack the capacity and skills to prepare local plans. This has partly to do with the fact that Moldova has a strongly centralised government and therefore local authorities don�t have experience in initiating plans, coming up with ideas and stimulating local citizens.

Milieukontakt has gained experience in setting up so-called Green Agenda�s in several countries. Local NGOs are supported to set up working groups in small communities. These working groups meet regularly and define an environmental strategy paper for the local community. Good results can only be achieved if representatives of all stakeholders are represented in the working groups; local authorities, entrepreneurs, farmers, environmental groups, other local citizens etcetera. Besides defining a local environmental strategy paper, the working groups also works on a plan of action to carry out concrete projects to solve existing problems as defined in the strategy paper.

This project concerns setting up Green Agenda�s in four communities in the Republic of Moldova. It is part of an overall programme of Milieukontakt in Moldova. This project focusses on preparing NGOs and local working groups for elaborating a local environmental strategy for their community and includes trainings, a network meeting and the final result: four local strategy papers. After this project, Milieukontakt intends to further support the four Green Agenda projects through pilot projects and to �spread the word� by involving four twinning NGOs that will learn from the Green Agenda NGOs how to set up a Green Agenda themselves.

Aims of the programme
• to support NGOs in developing local actions and at the same time developing cooperation between local authorities and NGOs,
• to establish a platform of NGOs, working on similar environmental issues and contributing to raising awareness of environmental issues in Moldovan society.

The process is started by (local) NGOs that set up working groups in villages or towns consisting of all major players (on environmental issues) within this community: local citizens, farmers, entrepreneurs, local authorities, other local NGOs etcetera. These working groups will define a local sustainable development strategy during a series of gatherings and with input of the local public, and start executing concrete activities and projects in order to improve the environmental situation within the community. The strategies will be collected in a Green Agenda document, that later on may be adopted by the local council and thus become official local policy. The NGOs that set up a working group will support this group where necessary.
